Short summary
Tropical cyclones generate extreme winds that can threaten offshore wind turbines. This study presents a parametric surface wind model based on satellite data, combined with a vertical extrapolation method to estimate wind speeds at hub height. The model is validated against measurements and other datasets, showing good performance, particularly in reproducing maximum winds. Accuracy decreases in complex terrains such as Taiwan, where cyclone structure is strongly affected by topography.
